The National Assembly has a specific procedure for submissions to ministers. This is part of it. Read. Weep.
Who can write a submission?
Anyone. But it’s normal for all submissions to be approved at Head of
Division level or above.How should I place papers on the submission folder?
There is a standard way to do this, which aids readability. It is as follows:
- Punch all papers with a single hole in the top left corner.
- Take a long Treasury tag (i.e. a piece of string with a plastic bar at each end) and thread it through the holes in the folder and around the spine.
- Open the folder.
- Attach the minute of the submission to the inside left cover by threading the tag through the hole in the submission. It should be face down when the folder is opened.
- Attach the Statement of Information to the inside right cover in the same way. It should thus be face up when the folder is opened.
- Attach all other material to the inside right cover behind the Statement of Information
If your submission includes a draft letter for the Minister to send, it should be placed directly behind the Statement of Information on the right-hand side. An e-mail of the draft will need to be sent to the relevant private secretary.
If your submission includes a large number of background papers these should be annotated doc 2, doc 3 etc., referred to as such in the submission and indexed with tape flags accordingly. Doc 1 should always be the Statement of Information.
